Project Summary

CPRD was engaged by the Decatur Development Authority to conduct development policy and program studies for three affordable housing initiatives in the City of Decatur: inclusionary zoning to incentivize the development of mixed-income multifamily housing, cottage court development, and accessory dwelling units paired with a new city-sponsored community land trust. The study analyzed zoning regulations, market conditions, and financial pro forma’s to evaluate the feasibility of designing policy for effective implementation. CPRD also conducted qualitative research of over 30 interviews with public and private sector stakeholders to inform the policy analysis and recommendations.
